DDA allotted around 5000 DDA flats in Delhi. The number of applicants was around 5 lakh for DDA flats this year. DDA allotted the flats through draw. They published the result on 15th December 2008. You can check the result here http://www.dda.org.in/housing/results/reg_results.asp.
Cheap flats is delhi is available only through DDA. The cost of flats is ranged between 10 lakh to 70 lakh. The cost of flats depends on number of BHK and locations.
